Energy Project Background

With the advent of electric deregulations in Pennsylvania and wholesale electric deregulation in the PJM Interconnect System, EEI has received numerous request for assistance in the siting, permitting and related environmental and public utility regulatory approvals required for merchant electric generating facilities. EEI has provided consulting services and served in a number of capacities in energy related projects with Duke Energy, NRG Energy, Solar Turbines, PPM Energy, United American Energy Corp., Williams Energy, Green Power, Transco and Green Holdings LLC. EEI’s roles on these projects include:

  • Project coordination of all environmental consultants on natural gas fired electric generating facility
  • Co-Developer of a natural gas fired electric generating facility in Pennsylvania
  • Siting and development of coal and natural gas electric generating facilities
  • Project coordination and permitting services for first ethanol production facility to be constructed in Pennsylvania
  • Air Quality permitting of coal fired and natural gas electric generating facilities
  • Consulting/permitting services for wind project development in Pennsylvania
  • ROW negotiations for pipelines and electric transmission
  • Emission credits/allocation creation and trading
  • Emission trading seminars for trading operations
  • Liaison to the PJM Interconnect system
  • Natural gas pipeline facility permitting
  • Liaison to environmental and public utility regulatory agencies
  • Air and Waste permitting of waste-to-energy facilities
  • Air and Waste permitting on wood-fired electric generating facility

Waste Management Projects

As a result of President Mark McClellan’s major role in developing and implementing Pennsylvania’s comprehensive municipal, residual and hazardous waste management programs, EEI has always been on the forefront in the permitting and approvals for all types of waste management facilities, regulatory approvals for innovative new technologies, waste remediation projects, solid waste planning and the beneficial use of waste materials. In many cases EEI has lead the way in receiving the first approvals ever issued by regulatory agencies for certain types of facilities or uses of waste materials. EEI has provided consulting services to numerous companies in the waste management field including, Waste Management, Duke-UAE Ref-Fuel LLC, Keystone Landfill, Waste Systems International, White Pines Corporation, Chambers Development Corporation and Milton Grove Sands, Inc. and the City of Harrisburg. EEI has been successful in receiving regulatory approval for the use of wide variety of waste materials as co-products or beneficial use for Hercules Cement, Eastern Industries, Lafarge Corporation, Hazleton Creek Properties, Lehigh Coal & Navigation and Keystone Cement Company. These projects have included:

  • First permitted commercial residual waste landfill in Pennsylvania under Act 97
  • Permitting in 2004 of first new Large Municipal Waste Combustor in the US in last 20 years
  • First approval for the statewide beneficial use of dredge material for mine reclamation
  • Permitting of municipal, residual and C & D Transfer Facilities
  • Permitting of MSW landfills
  • Approval of waste materials as alternative daily cover at landfills
  • Negotiation of Act 2 site remediation agreements
  • Preparation of County Municipal Waste Management Plans under Act 101
  • First PA permitting/approval of new innovative composting technology
  • Environmental due diligence for purchase of MSW incinerators
